City staff summarized the RFP 2025‑002 process for residential and commercial sanitation. The RFP was advertised on state and local websites, produced two addenda during the question period, and drew three responsive proposals plus one no‑bid. Staff said a training and grading procedure was used; scoring was divided across staff to reduce bias and to follow published grading criteria.
During opening and grading, staff separated technical proposals from fee schedules. Two vendors (identified in the packet as GFL Environmental and Waste Pro) did not submit a commercial service bid as required and were deemed nonresponsive for the commercial component; Southern Sanitation was the only vendor that proposed both residential and commercial service and therefore remains the single responsive vendor for the full scope as written.
Staff said the finalist companies demonstrated the technical ability to perform the work. The next step is to return graded feedback to vendors and present the complete grading and fee schedules at the next council meeting, where council will deliberate and may award the contract. Staff said they will provide council members copies of full proposals and fee schedules prior to that meeting.
No contract award was made at Thursday’s meeting.
