Sequim — The Sequim City Council adopted a Clallam County multi‑jurisdictional hazard mitigation plan update on Oct. 27, formalizing local mitigation actions and preserving eligibility for federal hazard mitigation grants.
Interim DCED Director Carla Bowden and resource analyst Megan Euchre presented the plan, which updates the 2019 multi‑jurisdictional document and includes a Sequim annex that lists 29 mitigation actions. Examples highlighted in the council presentation include new fuel‑ing capability at the Public Works site to support emergency operations, staff seismic assessment training, and identification of backup generators for critical facilities.
FEMA requirements and local implementation
Bowden explained FEMA requires updates of hazard mitigation plans at regular intervals for jurisdictions to remain eligible for mitigation grant funding under the Disaster Mitigation Act of 2000. The plan was developed by Clallam County with consultant support and included public outreach, surveys and multi‑agency coordination. The plan’s mitigation strategies are intended to be implemented via departmental programs, capital improvement planning and budgeting.
Council action
Council adopted the plan by motion and directed staff to maintain links to the county plan on the city website so residents can access the annex and mitigation actions. The plan will be available on Clallam County’s website and will inform future resilience and land‑use planning.
