The El Dorado County Board of Supervisors on Oct. 28 approved the first reading of an item to repeal the existing Parks and Recreation Commission ordinance and replace it with a resolution and bylaws.
Parks manager Zach Paris told the board the commission began reviewing the ordinance earlier in the year and the proposed resolution would modernize governance and make the commission’s rules more flexible. Paris and staff also clarified that the change is not meant to authorize commissioners to directly accept donations themselves; rather donations would be recognized as donations to Parks and Recreation and the parks division would handle acceptance procedures.
Commission procedure clarification
Supervisors and staff discussed a requested edit to the proposed bylaws to clarify how commissioners may request future agenda items. Paris said staff will add language specifying that such requests will be reviewed by the parks manager, the commission chair and vice chair at the subsequent agenda‑review meeting before placement on a future agenda.
Public comment and vote
No members of the public provided comment on the item. The board moved and seconded the introduction/first reading; the motion passed on voice vote.
Next steps
Staff will incorporate the clarifying language and return on Nov. 4 for second reading and final passage, at which time the ordinance repeal and resolution adoption will be finalized.
