Board approves consent agenda: facilities relocation contracts, policy updates, grants and transportation JPAs

The Anoka County Board of Commissioners on Oct. 28 approved multiple consent‑agenda items across committee reports covering facilities, finance administration, human services and transportation.

Government Operations: Commissioner Jepsen presented four consent items. Facilities contracts cited in committee were contract C0011880 with Ebert for $373,173,000 (relocating Veteran Services to the main level) and contract C0011881 with GCM for $693,072 (relocating Human Resources). The items were listed as payable from the county building fund. The committee also recommended adoption of a new social media policy and revisions to the county procurement policy to update approval thresholds and delegations.

Human Services: Commissioner Meissner presented multiple action items that the board approved as a slate. Highlights include authorization to apply for and accept a Minnesota Department of Health grant of up to $175,000 to expand school‑based education and a countywide youth coalition; approval of Amendment 1 to contract C0011288 with Homeland Health Specialists to increase the contract maximum from $50,000 to $150,000 (to support community vaccine clinics, including work with the Anoka‑Hennepin Welcome Center); authorization to contract with SpiralIFX Interactive for a correctional electronic medical records system for Anoka County correctional facilities (multi‑year agreement through 2026–2027 with renewal options); approval of an amendment to contract C0011161 with Jacob’s Ladder Family Services to increase contract maximums and extend terms; adoption of Resolution 2025‑HSD‑15 accepting $3,350 in donations; approval of the MFIP county biannual service agreement with an annual allocation totaling $4,225,294; and authorization to apply for DEED job training funds up to $750,000 to support nursing assistant and pre‑practical nursing classes.

Transportation: Commissioner Jepsen presented three contracts on the consent agenda. Contract C0011952 (TKDA) for $327,312 covers preliminary and final design and environmental work for intersection improvements in the city of Blaine. Joint powers agreements (C0011463 and C0011464) cover signal reconstruction and pedestrian ramp improvements along Round Lake Boulevard in coordination with the cities of Andover and Anoka; construction is planned to begin in 2026.

The board moved, seconded and approved the consent items by roll call; the motions passed unanimously.

Why it matters: The consent actions authorize facility relocations intended to improve accessibility, update administrative policies for county communications and procurement, expand public health vaccine outreach, fund workforce training programs, and advance transportation safety projects.
