The Anoka County Board of Commissioners on Oct. 28 approved an employment contract appointing Kate Heffernan as chief officer for Human Services, effective Oct. 28, 2025.
Administrator Jim Dickinson described a national recruitment and said Heffernan, previously deputy director, was the administration’s recommended candidate: “This promotion and her continued leadership will benefit the division by ensuring that our mission continues and will deliver programs and promote safe and healthy communities.” Commissioner Meissner moved the appointment; Commissioner Schulte seconded the motion. The board approved the appointment by unanimous roll call.
Heffernan addressed the board, thanking staff and commissioners and saying she planned to continue the division’s resident‑focused work: “It is an absolute privilege to work with the leaders in human services … The heart of the team here in human services is about serving residents, and that’s what my heart is too.”
Why it matters: Human Services is one of the county’s largest divisions; the appointment places an experienced internal leader in charge as the department continues ongoing programs and responds to evolving needs.
