Council Discusses Logan's Oasis Playground Changes, Surfacing Options and Pickleball Courts

Staff said a poured-in-place rubber surfacing option was the most accessible and durable choice but cited a cost figure of approximately $171,000 for that surface alone. Staff also indicated there are lower-cost material and installation options and that one alternate materials quote listed $38,000 for materials if the city's crew or a different installer performed parts of the work.
Councilmembers discussed whether the council should consider contributing roughly $30,000 to restore four pieces of omitted equipment so the finished playground better matched the original vision raised in fundraising. One councilmember said the park has not received a major playground investment in some time and argued for making a larger initial investment to avoid piecemeal additions later.
Separately, council discussed pickleball courts. Staff said a standard estimate is $30,000 per court; two courts would be about $60,000. A park board member and councilmembers noted an available site behind the incubator/old armory where the existing base could reduce costs and where restrooms and parking were nearby. Council agreed to refer the matter to the park board for further study and to consult the incubator board before committing funds or applying for grants.
No binding financial commitments were adopted at the meeting; staff said equipment orders are in process and that the council will see additional agenda items and purchase requests as the project is readied for a spring 2026 opening.
