Streator council authorizes execution of annexation agreements for Circle Drive subdivision parcels

The Streator City Council on Tuesday authorized execution of annexation agreements covering dozens of parcels in the Circle Drive subdivision, advancing a court petition process to bring the properties into the city.

Council members moved and seconded approval of a series of ordinances that will allow city staff to sign annexation agreements with property owners on Capri Street, Circle Drive, Impala Court, Imperial Drive, Manhattan Drive and Monterey Drive. Council described tonight's votes as authorizations to execute agreements, with a subsequent petition to the court to effect annexation.

City staff explained the vote does not itself annex parcels into the city but authorizes the manager to sign the annexation agreements; the next procedural step will be filing petitions in court to have the territory annexed.

Ordinances acted on include: 2025‑32 (Capri Street), 2025‑33 (Circle Drive parcels), 2025‑34 (42 Impala Court), 2025‑35 (Imperial Drive parcels), 2025‑36 (Manhattan Drive parcels) and 2025‑37 (Monterey Drive parcels). Each ordinance was moved, seconded and approved by roll call; the clerk recorded unanimous ayes on the listed items.

Councilmembers who participated in motions and roll calls included Danko, Geary, Reid and Mayor Vida. The council also said neighborhood meetings had been held with residents of the subdivision to explain steps and timing.

Next steps: staff will sign the annexation agreements as authorized and proceed to file petitions in court to complete the annexations on an accelerated timeline described by staff.

Because the ordinances authorize staff to execute agreements rather than effect immediate annexation, no change in municipal boundaries occurs until the court process is complete.
