At its regular meeting the Streator City Council approved several ordinances and administrative items, took action to table a right-of-way vacation pending utility marking, and accepted a parks-board recommendation for recreational use of Oakland Park.
Ordinance 2025-30 (arcade/amusement-device licensing): The council amended municipal-code provisions to update arcade and amusement-device licensing and fees. The ordinance clarifies that bowling alleys are excluded from the definition of an arcade, restricts amusement devices from bar areas (except pool tables and jukeboxes), and lists common device types such as pinball and video games. The clerk called the roll and recorded unanimous "Aye" votes; the ordinance passed.
Ordinance 2025-31 (remote participation policy): The council added a chapter to Title 2 of the Streator Municipal Code to adopt a remote participation policy consistent with the Illinois Open Meetings Act. The policy allows remote voting when a member meets statutorily permissible reasons such as personal illness or disability, employment or city-business travel, family emergency, or childcare obligations. Vacation is not a qualifying reason for remote voting. The ordinance passed on a recorded vote.
Vacation of public right-of-way (Item 3): A petitioner requested vacating 140 feet of an unimproved north–south council street east of 818 Missouri Street. Petitioner John Norwood said he maintains the alley and raised concerns about illicit activity and safety, asking that the alley be closed so residents could have private drive access. City staff noted an American Water main runs through the right-of-way and asked that an easement be maintained. Council members requested the water main be flagged and a site visit occur. The council moved to table the vacation request to allow utility markings and further review; the roll call recorded unanimous ayes and the item was tabled for future consideration (expected back Sept. 17).
Oakland Park — Schrader Park and Open Spaces Board recommendation: The council accepted a recommendation to allow a co-ed soccer league to use Oakland Park beginning March 2026 under conditions for scheduling and site preparation. Public commenters raised parking concerns for the facility; the council asked staff to coordinate parking signage and agreements and said the group should return with final logistics before the season.
Consent agenda and warrants: The council approved the consent agenda including warrants totaling $1,030,644.55, minutes from July meetings and financial reports for July 2025.
Roll-call summaries: The clerk conducted roll calls on the ordinances and motions; all recorded votes cited in the meeting were affirmative with no recorded negatives or abstentions.
