RDC authorizes using discretionary fund to pay utilities for RDC properties; stormwater fee increases discussed

The Logansport Redevelopment Commission voted to allow payment of utilities for RDC‑owned properties from the commission’s discretionary fund, enabling staff to pay water, wastewater, stormwater, electricity and gas charges directly instead of routing each payment through separate monthly resolutions.
"It's kind of a cumbersome process to not be late with LU on all these properties that you own," a staff member said while explaining the proposed policy. Under the resolution, utilities for RDC properties may be paid directly from the discretionary fund; staff will continue to report amounts in monthly statements.
Commissioners also discussed a separate but related issue: a new stormwater fee schedule. The chair said school district stormwater charges have risen "from almost 0 to, I think it was $7,000 a month," and members noted the city’s share had not yet been finalized by staff. Staff told the commission the stormwater increases would not start until Jan. 26 and that Dave Morris (staff) was finalizing the city’s portion.
The resolution to permit discretionary‑fund payment of utility bills (recorded as Resolution 2025‑349 in the meeting packet) passed on a voice vote. The commission emphasized that while payments will no longer require a separate monthly resolution, they will be recorded in minutes and reflected in monthly financial statements so the board can track the discretionary fund impact.
