Quarterly development update: City Hall tops out; multiple residential, data center and commercial projects active

At the October meeting the TIRS (Tax Reserve Zone No. 1) board received a quarterly development update from staff detailing multiple active projects across the city.

Staff described ongoing construction at Cornerstone at Kelly Lane and new multifamily and senior housing in Northpointe East. Hospital construction was described as having added a floor and medical office buildings labeled 4 and 5 were reported to be open, which staff said should begin to affect the tax base in the next year.

In the S H 45 subdistrict (west of Highway 130) staff identified several development actions: an additional phase for the lifestyle community behind Stonehill, tilt‑wall employment development on a separate parcel, and a Skybox data center expansion (phase 2). The Pecan District team has continued land‑use and reimbursement negotiations with staff (including work with an individual named Aaron) and is expected to return with an update by the board’s January meeting, staff said.

Downtown East construction is underway; City Hall has "topped out" and the developers of the Monarch building are marketing first‑floor retail. Staff said City Hall was on track for substantial completion in November. Some parcels shown in presentation materials — including an area around a large Amazon facility — have not yet seen construction progress, staff said.

Board members did not take formal action on development items during the meeting; the update was informational. Staff flagged permitting, land‑use negotiations and reimbursement timing as continuing issues for projects that will return to the board when specific actions (reimbursements or approvals) are required.
