Muskogee council grants 90-day franchise extension to Altice/Optimum while five-year agreement is finalized

The City of Muskogee adopted Ordinance 4277a to extend the existing cable provider franchise for 90 days to allow staff time to finalize a five-year franchise agreement with Altice USA, which is doing business as Optimum.
City attorney Katrina Bodenhamer told council the short extension bridges the current franchise while the five-year contract is finalized. She said the city has been in communication with Altice USA and requested the extension "so we can finalize the contract." She explained the ordinance included emergency language citing public health, safety and welfare to avoid interruption of cable and internet services.
Council approved the ordinance by roll call. The roll call recorded Dan Hall and Deputy Mayor Derek Reed voting "no" on at least one of the votes; the ordinance and the emergency declaration both passed.
The extension preserves the existing franchise terms for 90 days; staff said they expect to return with the negotiated five-year agreement for council action.
