Parks staff report record Deutschenfest attendance, multiple park construction updates and timeline for new recreation center

Jonathan Hanson (department staff) said Deutschenfest sold 5,170 tickets over the weekend, a 28% increase from the prior year, and that the event hosted 66 vendors (an 84% increase). Staff said the department will complete an after-action review and requested commissioner feedback for future planning.
Staff listed upcoming recreation programs, including a floating pumpkin patch at Gillen Creek Pool, DIY greeting-card classes, a Star Party with the Austin Astronomical Society, Wilderness 101 programming, and senior trips that collectively saved about 213 driving miles (4.5 hours) for seniors this month. Contract instructors and volunteer instructors were discussed as sources for some classes.
On capital projects, staff said Murchison Park’s trail improvements, new playground with shade and pavilion are scheduled for completion next month and are already being used. 1849 Park Phase 1B (parking, a football field and lighting) is substantially complete; Phase 2 (additional fields) is progressing rapidly with seeding and grading expected and a completion target in December into January 2026. Kelly Lane Park construction began this week (three pickleball courts, trails, playground, prefab restroom). Staff noted site prep and underground aquatics work underway at the Monarch Recreation Center; construction is moving quickly and completion is scheduled for fall with opening dates to be decided after staff training and operational preparations.
Staff outlined Destination Play (bond-funded) at Bulls Park as a multi-generational, all-abilities downtown-focused amenity. The department plans an RFQ for design teams in the coming months, a roughly 12-month design process with public engagement and possible private fundraising to expand amenities beyond bond funding.
The department also reported progress on an athletic field feasibility study, a trail and park wayfinding/signage plan, and the development of an internal strategic "credo" document to guide departmental culture and customer service standards.
Commissioners asked clarifying questions about shuttle use at Deutschenfest, design details for the recreation center's tilted windows (explained as matching an interior adventure track elevation), and whether the existing rec center would be repurposed after the new facility opens. No formal actions were taken on capital projects during the meeting.
