Carter said she was hired by the county as a DGA employee at the Carter County Health Department and later hired by the state in January 2014. After contacting a retirement representative on Oct. 28, 2024, she said she learned the county had not submitted service records for that period. Carter said county staff later forwarded her original membership form to TCRS and that Nashville acknowledged receipt on Nov. 4, 2024 and indicated 60–90 days to correct the record.
She said TCRS provided a cost to purchase the missing service and that, had she paid by Feb. 28, 2025, the cost would have been $3,033.90. Carter told the commission she has since received an updated purchase cost that includes additional interest and that she is asking the county to accept responsibility for the interest accrued because county payroll did not submit the forms. She said she has provided copies of the exchange to the director of finance and other county staff and has not received a satisfactory resolution.
Carter said she prefers to resolve the matter without litigation but has spoken to an attorney and said she may pursue legal action if the county does not resolve the issue.
No formal action was taken during the meeting; Carter told commissioners she would continue to pursue the correction with county staff and TCRS.
