Wheeling CCSD 21 appoints Angelica Hoosman to board vacancy

The Community Consolidated School District 21 board of education on Oct. 16 appointed Angelica Hoosman to fill the board seat left vacant by the resignation of Degmar Kalinowski. The motion to appoint Hoosman passed on a roll-call voice vote with all members voting in favor.
Hoosman read and signed the oath of office at the dais and was formally sworn in during the meeting. The oath, read aloud by Hoosman, pledges to "faithfully discharge the duties of the office of member of the board of education of Wheeling consolidate[d] Community Consolidated School District 21 in accordance with the Constitution of the United States, the constitution of the state of Illinois, and the laws of the state of Illinois" and to serve the remainder of the term, which expires in April 2027.
Board president Jessica congratulated Hoosman and invited family forward for photos. The appointment followed a closed‑session interview process after the board reviewed 12 applicants for the vacancy; the district accepted applications from Sept. 3 through Oct. 1 and held interviews in closed session Oct. 6.
The board did not identify the motions mover or seconder in the public record. The roll-call votes recorded in the public meeting transcript were: Arlen (Aye), Debbie (Yes), Ileana (Yes), Bill (Aye), Jessica (Yes). The board immediately seated Hoosman following the vote and oath.
The appointment fills the seat until the terms scheduled expiration in April 2027; any future elections affecting the seat will follow statutory timelines and district procedures.
