Board members discussed how hiring approvals and personnel oversight operate in practice and requested clearer visualizations of staffing and how personnel decisions are funded.
Superintendent Bernal explained that the superintendent has authority to recruit and assign administrative and classified staff, and that the board—s formal approval is required for licensed staff because of TSPC licensure rules. Members noted it can appear awkward when hires occur between monthly board meetings; staff said the adopted budget contains FTE-by-school detail and that a long-range facilities report and per-building financial detail are available or in progress.
Several trustees asked for a "table of organization" or facility-level visual showing positions, FTE and related funding streams. Dan (a staff member) said his office would work on a visual that aligns positions and physical assets with per-building budgets and funding sources.
On policies and procedures, the board agreed to focus early in the next year on its B-section governance policies (the items that define board authority and role) and to use the packet-first-reading/second-reading cadence for substantive changes. Members also described prior policy work (for example, a naming/memorial policy created in response to community requests) and emphasized the value of community notice and input before adopting controversial policy changes.
Next steps: staff will provide per-building FTE and budget rollups and a proposed table-of-organization visualization; board members will identify B-section policies for prioritized review during the coming year.
