City approves Quiddity supplemental agreement to finish 2020 parks bond projects

The City Council on Oct. 14 approved a $566,600 supplemental professional services agreement with Quiddity Engineering LLC to provide general engineering consultant and owner's representation services tied to remaining 2020 parks bond projects.
Staff described the procurement history: an initial GEC contract was awarded to Vanner (about $540,000 for an initial 18-month scope) but Vanner did not complete the full scope and Quiddity, previously a subconsultant, took on much of the work. Subsequent scope additions (including Lake Pflugerville destination-play and other bond projects) and additional drainage work increased the overall GEC effort. Staff summarized total GEC services for the bond program as about $2.01 million after the supplemental award.
Action taken: Council approved the supplemental agreement and authorization for the city manager to execute the contract documents. Staff said the supplemental covers finishing design and consultant oversight so construction budgets for the parks projects can be reduced accordingly.
Why it matters: The supplemental allows staff to complete design and owner-rep services for the last of the 2020 parks bond projects, including site-level drainage fixes and destination-play features, enabling construction procurement and close-out.
What’s next: Quiddity will provide the remaining GEC services; staff will proceed to construction bids and return to council for construction contracts when appropriate.
