Board to draft operating agreement; members plan facilitated session and define student-rep roles

Board members and an OSBA facilitator reviewed the district—s board operating agreement and agreed to a near-term, facilitated drafting session to refine how the board, superintendent and student representatives will work together.

Vince, the OSBA facilitator, recommended organizing the work into three parts: (1) the board-and-superintendent agreement, (2) the board-only operating rules, and (3) how student representatives will participate. Board members said the current packet language reads primarily as a "board" agreement and welcomed drafting distinct language describing the superintendent—s role.

Members also confirmed the district now has three student representatives (an increase from earlier language listing one or two). The board discussed including student representatives in parts of the operating-agreement work and agreed student participants should be invited and able to fully participate when their role is under discussion.

Timeline and format: the board asked for a virtual work session so document edits can be made live; members suggested a two-hour session and asked staff to provide templates and OSBA samples in advance. Vince said he will supply sample superintendent-board and student-representative language and assist with a virtual facilitated session.

Next steps: staff will circulate OSBA templates and a draft; the board will calendar a virtual operating-agreement work session (staff suggested the second week of January as a possible slot) and will plan to record the session and allow students to participate.
