MORAINE, Ohio — Moraine City Council voted Oct. 23 to fast-track emergency supplemental appropriations to advance the city’s splash-pad project.
Council adopted Ordinance 2207-25, a supplemental appropriation that allocates $250,000 in the capital improvement fund for the bid process, splash-pad design and construction drawings in preparation for the 2026 splash-pad project. The ordinance also included a $250,000 transfer from the general fund to the capital improvement fund and was considered emergency legislation; council voted to suspend the rules to permit first and second readings at the same meeting.
In a separate but related action, Council adopted Ordinance 2208-25, a supplemental appropriation allocating $200,000 in the capital improvement fund for demolition of the old Splash Marine pump house and bath house and a $200,000 transfer from the general fund; this was also passed as emergency legislation after suspension of rules.
