Council approves $250,000 supplemental appropriation to design splash pad and seek grants

Council approved a supplemental appropriation of $250,000 to cover design, construction drawings and permit documents for a proposed splash pad project in the parks and recreation community vision plan. The presenter said the $250,000 figure represents approximately 10% of the project's estimated $2,500,000 cost and is intended to cover the design-phase services so the city can go to bid and pursue grant funding.

"I have 3 quotes. Actually, I have a fourth 1 that I did not attach... The cost could be anywhere between 6%, 8%, 10%, of the estimated cost of the splash pad, which we have asked for $2,500,000 for that. What I think would what I think we would need based on all the information that I have, gathered is ask for $250,000," said a presenter identified in the record by first name as Brian (staff member). The presenter said having the plans would allow the city to apply for grants and that design would be bid before construction bidding.

Council members discussed timing and cautioned against rushing the project. One councilmember said it was acceptable to delay opening into 2027 if necessary to ensure quality design and avoid repeating past problems. City staff confirmed bids would be solicited and that the project would return to council for additional legislative approvals during the construction phase.

A roll-call vote followed and the record shows the motion to appropriate $250,000 carried with an affirmative vote from the following members: Mister Doherty; Mister Buschad; Missus Witt; Missus Allen; Mayor Murphy; Mister Miller; Miss Marcus.
