Chi Stout, staff member, presented two Kokomo Police Department policies and asked the Board of Public Works and Safety to approve both. "I recommend the Board of Public Works of Safety approve the KPD towing rotation policy pursuant to Indiana code 5-2-26.1-2," Chi Stout said, and also recommended approval of a KPD training-center policy that supplements a right-to-use and maintenance agreement with Norris Tactical LLC.

The towing-rotation policy was described as intended "to ensure fairness, public safety, and transparency in the selection and use of towing companies for KPD." The training-center policy, staff said, establishes uniform rules, safety standards, scheduling and oversight for the training center to protect public safety, reduce city risk and ensure training quality for KPD and outside agencies and contractors.

The board approved both policies by voice vote with a motion, a second and an "Aye." The meeting record does not include a roll-call tally; the vote was recorded verbally and the chair said, "Motion carries."
