Glendale council approves minutes, appointments, consent agenda and resolutions; utility easement also adopted
Summary
At its Oct. 28 meeting the Glendale City Council approved minutes from Oct. 14, appointed Rick Saint John to the Public Safety Personnel Retirement Board, passed the consent agenda (items 3–18) and consent resolutions R25-104 through R25-108. The council also adopted Ordinance O25-44 granting utility easements near 7510 N. Dysart Road.
The Glendale City Council on Oct. 28 approved routine and consent business, confirmed an appointment to a retirement board and adopted an ordinance granting utilities water and sewer easements.
Vice Mayor Lauren Tomachoff moved to approve the minutes of the Oct. 14, 2025 voting meeting; the motion was seconded and adopted by voice vote. Council then approved an appointment to the Public Safety Personnel Retirement Board: Rick Saint John was appointed to a term expiring Jan. 31, 2026 and was sworn in at the dais.
The council approved the consent agenda, items 3 through 18, in a single motion after the clerk said no members of the public had requested separate consideration. The clerk then read consent resolutions R25-104 through R25-108 by title. Those items included an infrastructure cost-sharing agreement with Woodside Home Sales AZ LLC (R25-104); an intergovernmental agreement with the city of Phoenix for the Thunderbird Park water connection (R25-105); a subrecipient agreement with Maricopa County Department of Emergency Management and acceptance of a grant of approximately $188,418 for police and fire training-related personnel expenses (R25-106); and two subgrant awards from the Arizona Department of Public Safety under the Victims of Crime Act for the Glendale Police Department: approximately $263,311 (with matching funds of $65,828) for a victim services project (R25-107) and approximately $105,413 (with matching funds of $26,353) for a crisis-intervention after-hours project (R25-108). All consent items were approved together by voice vote.
Separately, the council adopted Ordinance O25-44 (see related article). The clerk recorded roll-call votes for that ordinance and the motion carried.
No contested or controversial votes were recorded in the consent business at this meeting; the council took no action on a separate land-development public hearing (item 24) because the hearing was for public comment only.
