Councilmembers raised concerns about the effect on public access, whether the county should invest in gates or cameras to reduce after‑hours misuse, and how the rules would balance public use with reserved rentals. Parks staff and the sheriff's representative explained that the amendments were intended as a notice and enforcement tool and that staff would return with language tweaks and clarifications of terms such as "unattended" versus "abandoned."
Council asked that staff return with refined language reflecting enforcement capacity and legal definitions; the ordinance passed first reading unanimously.
