Lancaster County denies comprehensive plan amendment for Coulston property; rezoning cannot proceed

Council denied a comprehensive plan amendment request to change the future land use of a Coulston parcel from rural neighborhood to neighborhood by a 1–6 vote; without the plan amendment, the companion rezoning application could not be recommended or advanced.
Lancaster County Council denied second reading of a comprehensive plan amendment request (Planning case CP-2024-1281) to change the future land use designation of TMS 0080-00-061.00 from "rural neighborhood" to "neighborhood." Planning staff said the planning commission recommended approval by a vote of 4–1–1 and staff recommended approval, but council voted 1–6 to deny the amendment.
Planning staff reported that a traffic impact analysis had been submitted and was returned to the applicant with consultant notes the day of the meeting; the TIA had not been formally accepted prior to this meeting. Staff also reviewed site features referenced by council including berms, a pond and stormwater maintenance responsibilities and said prior phases were built by different developers and may predate current stormwater requirements. If the amendment had passed, subsequent reviews (TRC, planning commission) and approvals would have been required, and staff noted that additional vetting of technical documents would occur during those steps.
Because the comprehensive plan amendment failed, the companion rezoning application could not be recommended or considered consistent with the comprehensive plan, and council denied the rezoning vote as well.
