The Lake Havasu City Council on Oct. 28 awarded a construction contract to Pioneer Earth Movers, Inc. for the Police Department rear parking lot rehabilitation and expansion project, including concrete replacement beneath shade canopies and a secured gated area for investigative vehicles.
Project manager described failing asphalt and the need to replace pavements, add a CMU perimeter wall, install lighting and cameras, and pour concrete under shade canopies that are difficult to maintain with millings equipment. The low responsive bidder for base plus Alternate 1 (electronic gate/key-card access) was Pioneer Earth Movers with a total of $544,361.30; the project schedule is approximately 120 days with an anticipated completion in April 2026.
Councilmember Nancy Campbell recused from the vote; the award passed with six affirmative votes and one recusal. Staff said the work will improve security, durability under shade canopies and long-term maintenance.
