Lake Havasu Council adopts 2024 building and fire codes, sets Feb. 1, 2026 effective date for building code update

Lake Havasu City Council voted unanimously Oct. 28 to adopt the 2024 editions of the city's published building and fire codes along with local amendments.
The council approved Ordinance No. 25-1370 to replace the city's 2018 International Codes with the 2024 family of I-Codes and local amendments, with staff recommending an effective date of Feb. 1, 2026. Building Official Stephen Blake told the council the update would align the city with current construction standards, allow implementation of updated technology and could help maintain a favorable ISO insurance rating.
The council also adopted Ordinance No. 25-1371 to adopt the 2024 International Fire Code and local amendments. The fire marshal's presentation described the fire code as a maintenance and life-safety document that covers new construction and required safeguards for existing buildings.
Blake and fire department staff said the city conducted outreach to the building community, posted proposed amendments for two weeks on the city website and received no substantive public feedback. Staff proposed a 90-day phased integration allowing customers to submit plans based on the 2018 standards for up to 90 days after the code effective date.
Both ordinances were introduced and adopted during the same meeting; there was no public testimony on either item and both passed on 7-0 votes.
Council and staff said the update is intended to keep local construction practices current and support consistent enforcement across the building and fire divisions.
