Staff said the fee structure uses tiers: Lakeville-based associations receive a lower tier rate; nonresident or partially nonresident groups are placed in higher tiers that influence reservation priority and price. The staff presentation noted that some high‑demand facilities (for example, Antlers) experience most bookings before nonresident reservation windows open.
Council members asked staff for comparables and asked about resident impacts for larger percentage increases; staff agreed to provide market comparables and noted they aim for mid-market positioning rather than being highest or lowest. Staff also discussed operational issues including priority access for the Lakeville Baseball Association and a revenue-share provision in certain tournament or ticketed events.
Staff said they will return with more detailed comps and occupancy/usage data ahead of the public hearing and will also evaluate communication and payment options (resident incentives, the prospect of a small paper-statement surcharge to encourage electronic payment).
