Matt Swanson noted the city council had discussed the draft at its meeting the prior evening; Joel Marchion (park director, referenced by administration) told the board the council had discussed the agreement but had not proposed changes. Administration explained some services listed in the prior agreement (dating to 2013) are no longer relevant because facilities have returned to city control (for example, two ice arenas near the old district office) and some maintenance responsibilities had been reallocated.
Board members sought clarification on whether custodial or facility-attendant wages or overtime for community groups would be charged between parties. Administration said typical building supervision and custodial services are not charged to the city ("those would stay in place, and that's what we are not charging for"), but added that if additional staff or services were required (damage, extra snow removal, special set-ups) those costs would be chargeable under the agreement.
Administration said the planned approval sequence was city council Nov. 3 and board approval Nov. 11, barring further feedback.
