Engineering updates: Grant Street Phase 2 set for spring, Witt Road land acquisitions progress, corridor study public meeting planned

Engineering representative Kevin Krolick updated the board Oct. 27 on a range of projects in planning and construction.

Grant Street Phase 2 is scheduled to begin in spring 2026, with reconstruction from Indianapolis Avenue/State Road 32 through the intersection at Washington Street. Krolick said he coordinated site access and staging discussions among property owners and the contractor; construction is not expected to start before April 1.

Witt Road right-of-way acquisitions are underway. Krolick said 9 parcels have been secured, one parcel is scheduled for an immediate offer, two are pending approvals, another has a verbal acceptance, one was resolved via administrative settlement and 12 additional offers have been made. He said the program includes 33 total parcels and staff expects to issue checks and complete purchases soon.

Krolick said the Elizaville Road and Elm Swamp intersection project is awaiting a final decision from the Lebanon Utility Service Board about reimbursements for Grant Street Phase 2 utility work; once funding clarity is resolved, that project will move to bid.

Other items: Fordyce Street concrete work and signage are complete, with tree installation scheduled next week; the State Road 39 corridor study is near a public meeting tentatively planned for early December to present preliminary traffic analysis and intersection improvements; the fire station foundation work is progressing (aggregate piers complete and foundations expected around Dec. 23); and an RFP for Old Street apartment garage BOT delivery is imminent, with coordination ongoing for financing and scope.

Krolick said staff will continue administrative steps, issue contract notices for awarded work (where approved) and return to the board with further updates and required administrative approvals for plats and sureties.
