Council authorizes mayor to sign city accounts and reauthorizes ANRC grant signatory

The Helena–West Helena City Council approved two administrative resolutions at its meeting Tuesday authorizing the mayor to execute financial and grant documents on the city's behalf.
Council first approved a resolution authorizing signatures for banking purposes and related functions so the mayor can execute transactions necessary for payroll and other account actions. The motion was adopted by a recorded roll call vote.
Later in the meeting staff read Resolution No. 12, designating and authorizing the mayor to apply for and execute documents related to Arkansas Natural Resources Commission (ANRC) assistance for the city's two public waterworks systems (Helena Water System No. 419 and West Helena Water System No. 416). Staff said ANRC required reauthorization of the signatory following the change in mayoral administration. The resolution authorizes the mayor to execute bond purchase agreements and related documents when those agreements are approved by the council.
Both resolutions carried on recorded votes. Staff asked the mayor and the clerk to ensure required certificates and documents are executed in accordance with ANRC procedures.
