Facilities said a quarter-time custodian position is proposed to support the Community Services Building move and 24-hour county facilities; the position would roll to full-time in 2027. Capital adjustments include using surplus from under-budget projects to reduce bonding needs and repurposing unspent tower project funds for the West End Tower project.
Parks staff described a Kemper shoreline planning effort with Redfar Design and Engineering; the lead architect previously worked on city shoreline projects. Parks are pursuing two shoreline options brought to the Kemper board for input: a break wall approach and a reconstructed, even shoreline similar to recent city work. Staff also proposed increasing parkland development funding to cover a full replacement of a memorial shelter and identified roof-replacement needs at maintenance buildings.
Supervisors asked about timelines for Kemper work and chapel renovation; facilities staff said design work is underway and bidding and construction will follow, scheduled to avoid event-season disruptions. The facilities and parks budget and CIP items were approved by voice votes.
