The Forest Lake City Council on Monday approved an amendment to the city cannabis-registration ordinance to add low-potency hemp-edible retailers to the registration program and to cap adult-use retail registrations.
City staff reported that Washington County cannot enforce a city cap if the city elects to set one, so the ordinance sets a local cap at the statutory minimum plus one to maintain flexibility if the state changes the minimum. The amendment specifically establishes a cap of three adult-use retail registrations and adds a separate registration category for low-potency hemp edibles (including certain THC beverage products). The ordinance includes an annual $125 registration fee for the hemp-edible category; staff noted the statute limits the fee to $125 and that the fee likely will not fully cover the city's administrative and enforcement costs.
Council member Valento presided over the item while the mayor was temporarily out of the room. A council member moved to approve Ordinance 7-59 amending Title 11 Chapter 117; the motion was seconded and carried by voice vote.
