Forest Lake Council OKs topographic survey for proposed public works site

Forest Lake City Council on Monday authorized a topographic survey to support schematic design for a proposed public works facility.
City staff said the topographic work is intended to capture ground contours, trees, ponds, wetlands, utilities and other site features so that architects and engineers can design the new facility against the existing conditions. Staff identified Bolton & Menk as the consultant that prepared the scope of services; the proposal was described as 'hourly, not to exceed' so the city will not pay for unused work.
Council members asked whether prior work from the land swap — specifically wetland delineation and title commitments — could be used to reduce cost. Staff said the wetland delineation is already complete but that the city does not have a full topographic survey of its portion of the property and that title commitments will be searched and updated if available.
A council member moved to approve the proposal as discussed; another council member seconded. The motion carried on a voice vote.
Council directed staff to place more public-facing discussions of the public works facility on future agendas.
