District shows public how to view school improvement plans; board reviews STOIC-based strategic initiatives

District staff demonstrated how school improvement plans are available to the public through the Indistar/NCSTAR platform and advised trustees that schools submit plans and stakeholder feedback is collected on an ongoing basis. Staff said 10 low-performing schools will bring action steps to the board for approval in December; other schools update their plans continuously and will return to the board on the typical approval cadence.
Cabinet members introduced the strategic plan framework using the STOIC model (Structure, Teach, Observe, Interact, Correct) and said the district will focus initially on six strategic initiatives: attendance, Safe & Civil Schools (classroom management), math, third-grade reading, graduation rate, and accountability/transparency/accessibility. Presenters said each initiative will return monthly for more detailed progress updates.
For attendance the board was given a target to reduce chronic absenteeism by 10 percent; staff explained chronic absenteeism is measured as missing 10 percent of instructional time (roughly 17–18 school days over the year) and described parent-facing materials (attendance magnets) and school-level tracking dashboards.
On Safe & Civil Schools staff described classroom-management goals focused on reducing office referrals and regaining instructional time through consistent structures, explicit teaching of expectations, routine observation and coaching, and brief, positive correction.
