Franklin County approves PRC plan and $5.6 million in youth program subawards; Future Ready 5 gets $300,000

The Franklin County Board of Commissioners on Oct. 7 certified the county’s 2026–27 Prevention, Retention, and Contingency (PRC) plan and approved a set of subaward grants to expand out‑of‑school time and early‑childhood supports.
Carmen Barnes, assistant director of Job and Family Services (JFS), told the commissioners that PRC uses TANF funds to provide short‑term needs‑focused assistance, help keep parents employed, and avert situations that threaten family health and safety. The certified plan allocates $3,500,000 in TANF funds to a one‑time short‑term emergency assistance category for federal fiscal year 2026.
Barnes also presented subaward agreements totaling $5,565,877.27 with community providers to deliver year‑round after‑school and summer programs for elementary and middle‑school students. The county said the subawards will support 1,437 youth in after‑school programming and 1,046 youth in summer learning programs across 22 provider agencies.
A representative from Directions for Youth and Family, Jose Guerta, described his agency’s two program sites and credited JFS funding with enabling long‑term supports and postsecondary outcomes for program participants.
Separately, county administration presented a $300,000 grant to Future Ready 5 to expand its kindergarten‑readiness collaborative, strengthen data and referral systems, and increase credentialing support for early‑childhood educators; Mario Basora, Future Ready 5 CEO, was present to answer questions. The board adopted that resolution unanimously.
The board also approved a $181,000 subaward to Life Sports (a sports‑based youth development program) to serve approximately 150 youth across multiple locations. Commissioner Boyce recorded an abstention on the Life Sports vote; other votes on the PRC certification, the out‑of‑school‑time subawards, and the Future Ready 5 grant were recorded as adopted.
No additional conditions or amendments to the PRC plan were recorded in the meeting; Barnes said the updated plan allows more flexibility for household members to apply and permits plan modification as community needs dictate.
