Resident alleges unfinished alley paving; council and staff pledge fixes before winter

At the Oct. 28 public forum, resident Robert Edstrom said an alley repaving job outside his garage was left half paved months ago and the result prevents him from accessing his garage.
"I've been paying for a garage I can't get into for 4 months," Edstrom told the council, saying he had repeatedly asked for a callback from staff and got inconsistent explanations from contractors (Robert Edstrom, resident).
Mayor and staff replied that the general contractor had finished major work but the bituminous subcontractor (identified in internal emails as Mesabi) still needed to place a final wearing course. The mayor said staff would provide Edstrom a copy of the engineer-of-record's email and arrange either a temporary apron so he can access his garage or a priority reopening before snow arrives. "If that's not feasible, they're gonna put a temporary apron up there so that you can get into your garage," the mayor said.
Councilor Paulson and staff said they would circulate the email from SEH engineer Matt Reed showing the planned follow-up work and timing; staff committed to phone contact from the project engineer and the general contractor so neighbors could get a clear schedule.
No formal council action was taken; staff said they will follow up and return with status updates at the budget or subsequent meetings.
