Coventry approves 36‑unit Woods at Red Brook Phase 3 with five affordable units; grinder pumps set per building

Coventry — The Coventry Planning Commission on Oct. 27 granted final approval to The Woods at Red Brook Phase 3, a proposed 36‑unit multifamily development on 8.34 acres in the R‑20 zone that designates five units as affordable.
Attorney Jeff Caffrey, representing Offshore Development LLC and Red Brook Builders, told the commission the project had received preliminary approval in July 2021 and that several conditions were added at that time. Caffrey said the applicant attempted to work with West Warwick on a staff recommendation to install a warning sign for turning vehicles on New London Turnpike but was unable to secure West Warwick council approval for placement in that town; staff and applicant agreed the sign condition was no longer attainable and recommended relieving the applicant of that specific requirement.
Caffrey also reported a change from earlier staff language on sewer grinder pumps: a recent sewer‑authority approval allows one grinder pump per building rather than one per unit. "We could do it per building," he said, and asked the commission to accept that clarification in the final conditions.
Staff proposed a clarifying sentence to the conditions of approval to define the term "approval" in condition 6 "shall mean confirmation that the COC complies with the requirements set forth in paragraph 4 e." The applicant accepted that wording and the commission incorporated the edit.
The commission voted to approve the final plan, incorporate the amended conditions (including the grinder pump per‑building approach and the revised Certificate of Conformance language), and relieve the applicant of the West Warwick warning‑sign stipulation. The motion included incorporation of the staff report and an acknowledgement in the record from Lieutenant Joseph Houle of West Warwick Fire Department that he would defer to Coventry for emergency‑response coordination.
The approval notes that previously granted waivers from preliminary review remain in effect and that final inspection and certificate‑of‑conformance procedures will follow the updated condition language.
