Smith Center returns Symphony Park maintenance to compliance; design revisions to be reviewed by SPMA and design committee

City Parkway 5 staff reported that the Smith Center has reseeded and returned Symphony Park to compliance with maintenance covenants, and will submit design changes for committee review.
Tracy Reich, redevelopment manager in Economic and Urban Development, reported at the Oct. 27 meeting that the Smith Center — responsible, under covenants, for park maintenance — had not been meeting maintenance obligations but has since re-seeded the park and returned it to compliance.
Reich said the Smith Center’s director, Myron Martin, has "reseeded the park" and the park "looks very nice right now." Reich told the board the area had been fenced to prevent foot traffic while the grass takes hold and that, as a result, dirt patches were not visible. Reich added Smith Center will bring proposed changes to the park design to the Symphony Park Master Association and the Symphony Park Design Review Committee; a preliminary design shown to staff emphasized hardscape with "not hardly any grass at all," and staff said they were uncertain how the associations and the design review committee would receive those changes.
Board members raised timing questions tied to upcoming ribbon-cutting events and ULI awards; Reich said the park should be in "pristine condition" for those events. The item was presented as a staff report; no action or vote was taken on the covenants or design changes.
Speakers in the discussion identified the maintenance issue as related to the Donald Reynolds Symphony Park maintenance and use covenants; staff described multiple discussions with the Smith Center director and with SPMA representatives before reaching the current compliance status.
