Because the council lacked a quorum, the items could not be discussed or voted on; the clerk announced that all items on the agenda will be considered at the Nov. 18 meeting, including a proposed $200 rebate for homesteaded property owners and several rezoning, variance and special-use matters affecting properties across Hialeah.
Among the items read into the record were: the proposed ordinance providing a $200 rebate to City of Hialeah property owners with a current homestead exemption under Florida Statutes section 196.031, with payments to be made by the city between Nov. 1, 2025 and Dec. 31, 2025; a proposed ordinance repealing Hialeah Ordinance No. 2023-031 and granting a special-use permit and variances to allow 40 residential units (620–693 sq. ft. each) at 3875 W. 16th Ave.; a resolution approving Planning & Zoning Board Decision No. 2025-09 to legalize an addition at 3481 E. 8th Lane; multiple rezoning and variance requests for properties including 76 W. 14th St.; an expansion/variance for a nonconforming manual car wash at 5350 W. 12th Ave.; and a special-use permit to allow a medical research center conducting clinical trials at 4440 W. 16th Ave. All of these items were renoticed for second reading/public hearing on Nov. 18, 2025 at 5:30 p.m.
No formal action, debate, or vote occurred on these items during the Nov. 3 meeting due to the lack of a quorum. Council leadership apologized for the inconvenience and said the matters will appear on the Nov. 18 agenda for formal consideration.
Clerk read items into the record in full as a procedural step to show the continuance dates; staff and applicants should appear on Nov. 18 for any public hearings or votes.
