Harlingen schedules Nov. 5 workshop on Portia Point subdivision after residents raise flooding concerns

The Harlingen City Commission voted unanimously to schedule a workshop on Nov. 5, 2025, at 5 p.m. to discuss a variance to the city code of ordinances that would allow one instead of two required entrances for the proposed Portia Point subdivision in the city's 3.5-mile extraterritorial jurisdiction on the south side of Morris Road, about 2,095.97 feet southwest of South Head Perry Drive.

The workshop was proposed by city staff to allow commissioners, staff and residents to hear a focused presentation and to provide an opportunity for public comment before the commission takes further action. A staff presenter said the workshop would immediately precede the commission meeting so the item could be handled efficiently and so materials and staff presentations would be available to the community.

During the citizens-communication period, a resident who identified herself as Alice described heavy flooding on White Oak in March and said most homes on the street were "gutted," forcing residents to live in hotels for months. "Imagine living in a hotel that's, like, 400 square feet for 4 months. It was awful," Alice said, and she said she worried the new subdivision would worsen drainage and traffic on Morris Road. She asked the commission to ensure the city engineer follows up on drainage proposals that have been discussed, including dredging nearby canals or connecting drainage to another lane.

The commission discussed workshop timing and the ability to take public comment. At the motion to schedule the Nov. 5, 5 p.m. workshop, one commissioner moved and another seconded; the mayor called for the vote and "Aye" votes were recorded. The mayor announced, "Motion carries unanimously."

The item description on the agenda states the variance would affect the number of required entrances for the proposed subdivision. The transcript refers to the subdivision both as "Portia Point" and, later, as "Port Shoe Point." The commission and staff will use the forthcoming workshop to present plans, drainage studies, and any proposed mitigation measures. The workshop notice should describe the materials to be presented and any opportunities for public comment.

The workshop is intended to allow the commission and the public to review staff recommendations and community concerns before any formal decision is made.
