Council reviews draft triplex design standards; staff to seek public design preferences

Planning staff presented a draft of triplex design standards at the Oct. 28 meeting and asked council for initial feedback before a broader public outreach effort.

Peggy (planning staff) said the planning commission—s earlier, more prescriptive approach had been simplified into a set of general residential design standards intended to ensure new triplexes, and related infill housing, fit neighborhood context. Staff emphasized that this is an early draft and that the commission wants to use public input — including a visual-preference exercise at a community engagement night — to refine details.

Council members raised specific concerns: the draft did not clearly distinguish between standards that apply to brand-new construction and those that apply when owners add garages or other features to existing houses; garages facing the street and single-stall restrooms were cited as potential public-safety or nuisance concerns in downtown contexts; and several members recommended language that prefers alley access for garages "when feasible" rather than an absolute requirement.

Peggy said the commission would take the council—s comments into account, gather public preference input and return with a revised draft and ordinance schedule (planning staff suggested a public hearing in December with council consideration to follow in early 2025).
