Residents of a courtyard between Jackson and Newberry Streets asked the Ordinance Committee Oct. 28 to rename a short segment of Orchard Street as Jackson Terrace so mail, deliveries and emergency responders can find homes in the courtyard more reliably.
Ms. Nieves, who said she convened a neighborhood meeting of owners and tenants, described repeated delivery and first‑responder confusion and asked that the short segment beginning near Bread and Roses be renamed to match the courtyard name. "We're having trouble getting our mail delivered ... and concerns with safety, police response, and first responders not being able to identify when we call for help," Ms. Nieves told the committee.
Committee members said the proposed change appears straightforward but raised a checklist of procedural questions, including coordination with the U.S. Postal Service, city engineering, the Department of Public Works and whether a formal legal opinion is required before changing addresses. The committee voted unanimously to send the request to the city attorney and copy the city engineer for procedural guidance and to report back to the committee.
Next steps: the city attorney and city engineer will be asked to provide written guidance on the steps and agencies required to effect a street‑name/address change; the resident request will return to committee once that guidance is received.
