County staff reported the results of a Transportation Investment Act (TIA) bid opening and recommended awarding the contract to the low bidder, Scroggs Company. Tim Monroe said four bidders attended the 08/26/2025 bid opening and that Scroggs Company submitted the low bid at $3,438,614.11. Commissioners asked about the contractor's experience in the county; staff noted Scroggs performs regional paving work and references checked satisfactorily.
A motion was made to award the TIA Phase 2 contract to Scroggs Company at the recommended amount and the board voted to approve the award.
