Isanti County approves two PACE special assessments for commercial energy projects

Isanti County on Oct. 7 approved two PACE (Property Assessed Clean Energy) special-assessment listings administered by the Saint Paul Port Authority.
Angie Larson explained the county's role is administrative: the county adds the PACE assessment to the owner's property-tax statement, collects the assessment with tax payments and forwards proceeds to the St. Paul Port Authority. The Tilted Cedar Holdings assessment is a 10-year PACE arrangement running until 2031; staff said this is a recurring annual certification. The Lyseni Hotel Partners assessment is a 20-year amortization with a total 2026 statement amount of $75,586 and an assessment term through 2039.
During the hotel-item discussion staff and commissioners caught an incorrect parcel number on the agenda; the motion was amended on the record to use parcel 16.1460.001 for the Isanti Hotel Partners entry. Commissioners approved both assessments by voice vote.
Staff noted the PACE program enables commercial property owners to finance energy-efficiency and renewable projects with no upfront cost and to repay the cost via a property-tax assessment. The county receives a small administrative collection fee but does not set PACE program terms.
