The consent agenda included the minutes from Sept. 16, 2025; claims, per diems and meal vouchers; a $1,238 donation to the public health special needs fund from the Wabasha Kellogg Area Community Foundation; recommendations from the insurance committee for a new dental provider and from the HR/personnel committee for a paid family and medical leave (PFML) provider; amendments to extended support services for tax and camera systems; designation of the finance director and finance supervisor for medical recovery recoupments; approval to enact a proposed Wabasha County parking ordinance; final payment to Rochester Sand and Gravel for project SP079627011; authorization for the IT director to purchase two FortiGate firewall VPN units; replacement of a zone controller in the services building; approval of a license to operate a transfer facility within Wabasha County; a tobacco license for Mazeppa BP; acceptance of the Statewide Health Improvement Partnership grant; and the purchase of a replacement laptop using RRC funds. The board approved the consent agenda on a voice vote.
Planning and zoning staff presented a nonmetallic mining reclamation permit application submitted Aug. 20, 2025 by Milestone Materials for the proposed Highland Quarry (parcel R06.00259.03, Highland Township). The planning commission held a public hearing on Sept. 22, 2025 and voted 3–0 to recommend approval. The county board approved the reclamation permit following staff recommendation and a motion on the floor.
Public health director Tammy Fiedler requested a public hearing to update Ordinance 82 (tobacco) to align local code with state and federal requirements, expand the county’s language on vaping and novel nicotine delivery devices, and reflect Tobacco‑21 enforcement that staff said the county has already enforced under other authority. The board set the public hearing for Nov. 4, 2025 at 9:15 a.m.
Other routine business included staff updates and commissioner reports; no substantive public forum comments were registered at the meeting.
