Board expands YouthPRISE eligibility to spend state prevention dollars earlier

The Ramsey County Board on Oct. 21 approved an amendment to its single‑source agreement with YouthPRISE to broaden eligibility for county ISF funds and state violence‑prevention grant dollars so the county can direct funds upstream, before youth enter the deepest parts of the juvenile system.
Eliudio Norris Holiday, planning manager for the Office of Safety and Justice, told the board the amendment will allow the county to spend appropriated state funds through YouthPRISE to provide rental assistance, therapy, school supports, funeral assistance and other individual needs that help keep young people and families stable. He said YouthPRISE served more than 200 youth and families in 2024 and expended about $150,000 in that year.
Norris Holiday also said the county is preparing a solicitation to create respite shelter beds for youth involved in inter‑family conflicts (for example, sibling or parent/child fights) so those situations can be addressed with community‑based supports and keep families out of deeper system involvement. The solicitation will pair respite beds with wraparound family services, he said.
Commissioners discussed partnering with a broad community cohort already involved in the Youth Justice Transformation work and sought a list of community providers; staff said the county will provide a list and link the community of practice to the expanded funding.
The board approved the amendment by roll call.
