Council approves liquor licenses, procurement and financing in unanimous votes

The City of Killeen City Council on Oct. 27 unanimously approved several agenda items including two liquor-license matters, a design task order for Franklin Street, acceptance of a donation for security cameras at the pickleball courts, capital financing to acquire property on West Shetland Lane and the warrants list.
The council first adjourned as the city council and convened as the liquor commission to consider a Class J corporation liquor license for Gregory Pernia for Caliza LLC at 204 Perry Street (Item 25CDash0430). A motion to approve was made and carried in roll call; Mary Beth conducted the roll call and those recorded as voting yes included Craig Myers, Wes Myers, Lena, Gates and Brenner. The commission also approved a corporate-manager liquor license naming Nat Netsa Perina as manager for Caliza LLC (Item 25CDash0431); that motion likewise carried on roll call.
Back in city-council session the council approved a task order with Origin Design for design and bidding services for the 2027 Franklin Street reconstruction project in the amount of $132,600 (Item 25CDash0434). Council members noted the design work will position the project for an IEPA grant application.
The council accepted a donation from VFW Post 2665 and authorized purchase of security cameras at the pickleball courts; the donation amount reported in the meeting was $7,000 (Item 25CDash0435). The council also approved capital project financing to purchase 11422 West Shetland Lane with First Community Bank at an interest rate stated as 4.299% and a $500 loan fee (Item 25CDash0436); during discussion councilmembers asked about appraisals, which staff said had not yet been completed.
The warrants (Item 25CDash0438) were approved on a motion and roll call. A councilmember asked about a $14,000 entry for Powder Hill Road; staff said the amount covered patching and related public-works work.
