At Wednesday's meeting the Virginia Beach School Board approved several routine items by voice vote and took a separate roll-call on a larger budget resolution.
The board approved the meeting agenda as modified (motion by Lisa Dwyer, seconded by Vice Chair Weems) by a 10–0 voice vote. The Oct. 14, 2025 regular meeting minutes were approved (motion by Dwyer; second by Cummings) by a 10–0 voice vote. The consent agenda (policies, field-trip report, HVAC and RTU replacements, committee appointments and similar items) was approved on a motion by Vice Chair Weems, seconded by Dwyer, and the clerk recorded 10 ayes. The personnel report and administrative appointments were approved on a motion by Dwyer, seconded by Rogers; the clerk recorded 10 ayes.
Separately, the board approved a budget resolution reallocating FY24–25 reversion and related funds including transfers to several capital projects and $5.8 million to the health insurance fund; that action passed 7–3 (see the separate article on the reversion vote for full details).
These routine votes were recorded in the official minutes and the clerk recorded the tallies at the time of each vote. The board moved to closed session later in the meeting and certified that the closed session discussed only matters allowed under the Virginia Freedom of Information Act.
