District 196 ratifies two-year clerical contract; board approves 17-item consent agenda

The Rosemount-Apple Valley-Eagan School Board voted unanimously Tuesday to ratify a tentative two-year contract with the Rosemount-Apple Valley-Eagan Clerical Association and to approve a 17-item consent agenda.
The board approved the clerical agreement by voice vote, 7-0. Joel Miltier, the districtdirector of human resources, presented the tentative terms and told the board the bargaining unit had approved the new contract on Oct. 9, 2025.
The agreement's financial provisions, as summarized by Miltier in the meeting packet and at the podium, include 3.25% wage increases in each year of the two-year term; an increase to the district contribution for health insurance (the transcript text describing the percentage change is unclear); a 1% increase to longevity pay in each year; and increases to the district 403(b) contribution of $85 per year for full-time employees and $60 per year for part-time employees. The union membership approved the contract on Oct. 9, 2025. The board vote was 7-0 in favor.
The board also approved the consent agenda by voice vote, 7-0. The packet listed 17 items, including the minutes of the Sept. 29, 2025 regular meeting; gifts and grants; treasurer's reports for August 2025; a summary of claims and revenues and expenditures reports for August 2025; appointments to the curriculum instruction advisory council, special education advisory council and equity advisory council; personnel items; and agreements for clinical and student teaching experiences with Walden University and Western Governors University. The consent agenda packet also included resolutions designating Nutrition Services Employee Appreciation Week (Oct. 1317, 2025) and Transportation Employees Appreciation Week (Oct. 20-24, 2025).
Board members who moved and seconded the motions included Catherine (motion to approve the clerical contract) and Anna (second). Chairperson Jefferson Johnson called the votes; no public speakers registered on the clerical contract item.
Why it matters: the contract affects wages, longevity and retirement contributions for the district's clerical employees and will be incorporated into district payroll and benefits administration for fiscal years 2025-26 and 2026-27.
