Jacksonville council approves three TIF grants, two zoning changes and consent items

The Jacksonville City Council approved three tax-increment financing (TIF) project grant agreements and several other measures during its regular meeting after the workshop session.
Planning staff (Beth) told the council, "Okay. We have 3 TIF applications. We haven't had 1 since February, so it's been a hot second," and described the three requests: a façade restoration at the State Street Hockenholt Building (206 and 208 E. State Street), a north-wall and roof repair at Goose's Pub & Eatery (304 S. Main Street), and an emergency façade grant for West Morgan Depot (213/215 W. Morgan Street).
Council members moved and approved each TIF resolution on roll-call votes. The record shows the city had allocated $200,000 from TIF funds for façade grants this year; after the three approvals staff stated the remaining balance is approximately $63,700.
Other actions taken during the meeting included:
Votes at a glance: State Street Hockenholt Building (206 & 208 E. State St.) — Resolution approving TIF redevelopment plan and project grant agreement; motion carried on roll-call (yes votes recorded). Requested grant: approximately $15,000 toward an estimated $30,000 façade project.
Goose's Pub & Eatery (304 S. Main) — Resolution approving TIF redevelopment plan and project grant agreement; motion carried on roll-call (yes votes recorded). Requested grant: $50,000 toward a roughly $100,000-plus project to repair a north wall and roof.
West Morgan Depot (213/215 W. Morgan) — Resolution approving TIF redevelopment plan and project grant agreement; motion carried on roll-call (yes votes recorded). Emergency façade grant request: $26,800 (about 50% of the estimated project cost).
The council also adopted on second reading two zoning-map amendments: 409 Hardin Avenue (amended to B4 with special use) and 400 East Lafayette Avenue (amended from R3 to B1). A voice vote reappointed Mary Watts to the Jacksonville Commission on Disability Relations, term to expire Oct. 30, 2028. Consent items passed included the city treasurer's report for Sept. 30, 2025, a resolution authorizing waiver of advertisement for bids and acceptance of a proposal for a pre-owned Club Car for the wastewater treatment plant, and a payment authorization from the Waterworks and Sewage Project Fund for improvement services.
At least one business owner (Brian) joined the meeting to describe temporary repairs to West Morgan Depot's façade and to request bids for permanent work. Planning staff said future TIF or development work will be reviewed by the building official for code compliance.
