Poquoson finance department honored for budget presentation; director cites staff resilience

Poquoson City Council on Oct. 11 formally recognized the finance department for receiving the Government Finance Officers Association Distinguished Budget Presentation Award.
Mayor Hooks presented the recognition; Finance Director Tara Moore Woodruff accepted and described a difficult prior year in which the department lost two staff members unexpectedly and then decided to develop an in-house budget document rather than continue with prior software. Woodruff credited city staff across departments and the city manager's office for assistance and said the award reflected a team effort.
Woodruff said the new document is intended to be more readable for the community and that the recognition felt especially meaningful because of the challenges the department overcame. Council thanked the finance staff for work that supports the city's AAA bond rating and day-to-day operations.
The recognition was ceremonial; no formal appropriation was associated with the award.
